Good point though not necessarliy applicable to all conditions. More likely outside built up areas (as per govt categorisation).

Possibly explains why people have collisions in slow moving queues (increased collisions in congestion). However no or minor injuries are the likely effects so the KSI figures being targeted will, maybe, still fall so what is being measured is getting done - just ignore the rest 'cos it's just an insurance issue...
