TBH I don't see much wrong with that quote.

What should cyclists do in CJG-land, hunker down in the gutter so as not to impede the big important motorist (who has paid his road tax) even for a second?

When I cycle in London cars slow me down. I travel at 16mph average speed in London on my bike during rush hour, in my car I travel at 9mph average. Cyclists do not slow cars down. It seems very odd to place the slowest vehicles at the front as all the other faster traffic will need to get past thus causing more unecessary and potentially hazardous interactions between these groups of road users. I've complained about police parking before, given that an awful lot of emergency calls seem to take place at chip shops with double yellow lines outside near teatime. I was told that they were better than us and I should not dare complain.

There would be no point in attaching these to most traffic signals in the UK as most of them operate by detectors rather than running to fixed times.

Theroetically it already is over here and in the HC, but it's seen as a good think over there and a bad thing over here. After all it delays the motorist by an entire 15 seconds and helps to keep public transport on time. Both bad bad bad bad.
