Not just cyclists, unfortunately. A bit of a 6 of one situation, that could have been a lot worse. Both showed a lack of awareness of their surroundings.

How old is the article. I can't see a publication date on the web page and the tail end of this goes on about 2001.

The met have been doing an enforcement drive at three sites around London. Cyclists and lorries have been their targets.

I am sad that this has happened. It appears that this was a road race (group) not a time trial (individual) from what it says on the web site for this event. I found a video of last years event http://www.youtube.com/watch?v=kaLegsDoCPw&feature=youtu.be . The roads do not appear to be closed.
