| Council "decriminalised" parking carries the full weight of the state against offenders, is legally enforcable, and is basically the criminal law under a different name. I suppose you could say that, but it's a law without a criminal penalty, and that's the important thing. Well, that and... |

| I think there's a bit of confusion between decriminalised parking enforcement and civil parking enforcement. Civil parking enforcement covers stuff like supermarket overstays, service station parking etc... These guys DO NOT need to stick a ticket on your car and often prosecute entirely via CCTV. B... |

| Both petitions have jumped up now - I suspect they've simply disabled the realtime updates of frontpage names and totals to ease strain on an obviously strained database. I'd guess they'll be running periodic batch updates at quiet times rather than updating on each insert. Or at least that's what I... |
