| I was under the impression that the default 30mph limit is in force where there is "a system of streetlighting". It doesn't have to actually be on for this to be the case, for example, during the day. |

| Interesting. Do you see this as a deliberate policy to reduce the number of drivers? I should have thought that the cost of insurance for new and young drivers would do this quite effectively. |
