I chose the 2nd option. I have often passed a Traffic Car on a motorway when the paranoia all around me seems to make other people panic. I beleive they're not interested in someone driving past safely at a "reasonable speed" 75 - 80. Unless the traffic was dense, I would not hesitate to pass plod. ...

Fair comment. I guess a bunch of unorganised yokels running mostly on red diesel and whining about the price of it at 23p/litre isn't the best image to project when we're paying over 90p/litre at the majority of pumps now.. (I know that's inflammatory but it IS unfortunately the image they project ...

Even though my Road Pilot will have beeped once at a half mile distance from the camera and then 3 beeps at a quarter mile. I would still check the speed dispalyed ( more acurate than my speedo ) at least 3 times as I aproach the camera, particularly at 200 yards away. By then, if I'm still too fast...

Yes, without doubt, when safe to do so. In my opinion the narrowing of major trunk roads and the installation of "central" bollards has increased accidents where drivers are frustrated and take risks.
