I think the camera can monitor more than one lane/phase but often they only connect it to the main traffic lanes (you know, where the most cars go through so are most likely to make money).
Have a look at the road sensors before and after the white line. You should be able to see which lanes are being monitored.
There is a junction around here where there are two lanes. Lane 1 is left/straight on, lane 2 is right. Quite frequently both lights are red, the lights for left & straight on turn red+amber and traffic wanting to turn right starts moving through their red light. "Somehow" they manage to do this illegal turn without crashing because they stop for any oncoming traffic.
However only lane 1 is connected to the camera. They got that wrong then.
