I think the moral of this thread is that there is no simple solution to a complex problem.
The "last mile" is always going to be a tricky one to address with PT, as this is the point where different peoples' journeys become very diverse.
Thorough studies need to be done into the actual journeys that people are undertaking.
In the case of major cities like London, working out what proportion of travellers are just "passing through" would be a good place to start IMO.
