My idea would be to send the blank form to the local Council Portfolio Holder for Environmental Health at his home address --easily found on the council web site.If enough people did it the member might get sick enough of it to persuade the powers that be to stop the idea. Additionally a local paper could be informed and asked to investigate the form and the cost of recycling it(with the idea of sending the blank to the Councillor ). One thing these people don't like is bad publicity , especially if raised again at election time.

The problem is that all this bureaucracy is fed by what used to be known as the 'Silent Majority'. We are, as a nation, the most scanned/observed in the 'Free World' and have become 'inversely anonymous' - we take it for granted that all our movements are known and recorded.
As a result, we are becoming more-than-happy to make records of our own uniqueness as part of the state of Humanity that keeps us 'individuals'.
1984 is just around the corner...
