Far cheaper alternative would be to fit a lens in the side of the red light cover( as a starter on simple cross roads ) -allowing traffic on the stopped section to see the Red coming in .A lot of the time it's possible to see the red inside the filter without any help .Try it and see .

A far more expensive and attractive - at least to Mr Pacman - idea would be to have a controller on the traffic light which was able to stop and start the engines of cars on the road. :twisted:

Which will doubtless be written into the firmware for automatic speed limit control.
And traffic lights are now installed so that drivers CANNOT see the opposing signal.
Red + Amber does not mean GO !

I seem to remember the HC reminding road users that Green meant go ONLY IF SAFE TO PROCEED- which now has vanished ( As far as I can ascertain) .
