Dave in laymans terms you are indeed correct. However since the inception of SOCAP that has changed,now to a PCSO may arrest for any indictable offence, indictable now including either way offences

Before they wasted their money on a survey..they should have contacted their former CHIEF CONSTABLE, MR JOSLIN ,.

This is how he views the PCSO Scheme.

Peter Joslin, former chief constable of Warwickshire Police, said the plans were policing on the cheap.

Under the measures, the force expects to nearly treble the number of Police Community Support Officers (PCSOs) in the county from the current figure of 63 to 187 by April 2008.

It means about one in six officers in Warwickshire will be a PCSO, who have significantly fewer powers than regular police officers.
Mr Joslin, who headed the force for 15 years until 1998, today criticised the proposal.

He said: "It is about time they learned the lesson that there is no replacement for professional police officers.

"They will say: 'Look how many additional people we have on the beat now.'

You cannot arrest anyone...you have the same powers as any other citizen, and arrest made by citizens are discouraged by the real police....

Andy, what is your problem, you are clearly confused, and are contradicting yourself.

As stated numerous times before PCSO's have a power under common law as members of the public do of a power of arrest under common law, providing an indictable offence is being commited.

No one has stated otherwise, no one has intimated otherwise, why again are you picking up on this? Are you grasping at straws, is your little diatribe running out of steam?

I'm all in favour of PCSO's, I'm even more in favour of "real" PC's on the beat. In our area we have a PCSO, (one only), who I would rate as a good 'un. But - they haver to cover a total of 10 villages which means that effectiveness is severely limited.

Shame really.

But hang on , what do we now see - community wardens and in my town , litter wardens ( complete with GREEN blazers ,as a mark of authority ).

So lets add it all up.

First of all we got PCSO,(first typed PVCSO--probably more accurate ) --coz they were cheaper than the full blown version( great against the town centre villians -cyclists with no lights and crapping dogs ---don't know if they have any powers against the family of foxes that regularly raid the town centre bins ,or the plague of rats )

Then there was a gap - because we needed another layer of authority - especially around housing estates - hence the Community Safety wardens, and to stop the "filthy smokers " littering our streets with fag ends we get the litter warden .And then parking - again taken over by the councils - much more and we should see a reduction in our council tax ( that day pigs will fly and we'll get aerial wardens to fine them )


Years ago someone designed a carb for a car which had jets to compensate for the failings of other jets - the motor world condemned it as badly designed ,and suggested that the manufacturer should stick to old tried and tested designs.

Perhaps the law enforcement agencies should take a page out of this book - might cost a bit more for a PC than a PVCSO - BUT we only need one official to do the job.
But hey - the others will rake in some cash for our failing LA's so we already know the answer.
