I suspect that if you took a 1000 peole at random the result would not end up near 0,0 because every society has a "prevailing culture and attitudes" - the UK is, despite various peoples efforts, still essentially a liberal democracy.

Perhaps if you took a larger worldwide sample it might com out more "central"?

You mean we need a proper sample? :hehe:

I suppose one possible other 'zero yardstick' might be average beliefs on a certain date. That way we could also track social changes over time.

About three reasons (as I understand it):

1) It's a whole lot dirtier (in a radiation sense) than the original dream
2) The project lifetime is in the order of ten governments and the results are too far away to interest one government
3) Some believe that the problems are so large that we will never see commercial scale fusion reactors
