Just been down to exeter to visit my girlfriends parents place..

Well, I like to think I know the roads in terms of cameras and so on, on friday night I was heading down from London in my 'toy' and I looked up and saw ANPR cameras with BRIGHT orange luminated backings! They kinda block the sign they are placed in front of...

Now, the motorway has 3 lanes but these were over the first 2 lanes, not the fast lane and they are located on a sign just before a main turn off (exeter i think), I don't remember seeing another set on that side so maybe I totally flew past the first set due to a little distraction with a 645..

Anyway, today on the way back on the other side of the motorway heading back to London, I saw the cameras, this time i noticed 2 sets about a mile apart, located before the exit for exeter and after the turn on FROM exeter and again, on the first 2 lanes, not the third!

I took a pic but it came out CRAP but again, they had a BRIGHT orange backing with the cameras in front.. The camera appeared white in colour with the 2 infra red bits either side..

On both sides of the road, there is not a SINGLE speed camera sign..

These were not in place a month ago so, are they newly fitted speed cameras or simple monitoring cameras?

I have seen something similar. The M6 roadworks, they were known to be SPECS.

Correct link to your image.

Absence of speed camera signs doesn't mean much. Maybe the cameras aren't operational yet (they may have been set up in advance of roadworks), maybe someone just forgot.

I think there were signs of roadworks about to happen, I think I saw signs giving a warning of something going on...

I just don't understand the orange backing, surely they would be yellow if they were speed cams..

Hopefully not operational as yet as they are definatley new!

Am i right in thinking to get prosecuted by a camera, there HAS to be a speed camera sign somewhere before it

DfT handbook of rules wrote:
4.1.1 Camera signing rules

Signing is required so that drivers can be fully aware of the existence of a safety camera site.

Rule 3: Signing rules
For fixed speed camera and red-light camera sites, the first camera warning sign must be placed not more than 1 km from the first camera housing in the direction being enforced.

For mobile sites, camera warning signs must be placed in advance of the
point of entry to the site or route (including or excluding minor roads at the discretion of the partnership) in the direction being enforced.

Partnerships are expected to liaise with the local authority over the location of all signs used.

At motorway sites, signing must be erected adjacent to the hard shoulder and may also be erected at suitable locations on the central reserve. If this is not feasible, the partnership will need to agree motorway signing with the programme office.

Camera and speed limit signs must not be obscured but be positioned to be clearly visible. Repeater speed limit signs must meet the requirements of direction 11 of TSRGD. Repeater camera signs and carriageway roundel markings may be used where permissible under directions 18(1) and 32 of TSRGD.

But no signs up so must be new or something and i've got an excuse to get out of any tickets that come!

Not necessarily.
The rules must be followed for the SCPs to net off from that site; their lack of adherence to these rules does not get you out of a prosecution (however, you could come to an unofficial arrangement with the SCP concerned.......)

The Devon & Cornwall Scameratsi were on the news yesterday pontificating about how good are their new SPECS system they'd installed in the overhead gantries to "protect" the road works now being undertaken. The same old disinformation was rattled out. So I guess we now know what those cameras are :(

Now I wonder whether they'll remove the SPECS system when the road works are complete

To be fair to them willcove, I have never known them not to remove the SPECS after the work has finished.
