According to a police spokeswoman on the BBC 1300 News:

"Kidnap and murder [are] contrary to the Terrorism Act"

WTF?

I though it was more fundamental than that!

Didn't you know? Anything that they want to pin you for but don't have a scrap of evidence for, they use the Terrorism Act.

Yeah, I don't think it's an act against terrorists, it's more an act to allow them to inflict terror on the people.
