* The new offence will only apply to purchasers of sex. The existing offence at section 46 of the Civic Government (Scotland) Act 1982 will be retained to deal with sellers
* A 'loitering' offence will be extended to cover those loitering in a vehicle with the intention of obtaining the services of someone engaged in prostitution - as well as those loitering on foot.
* Increase the penalty for purchasers from a maximum £500 to a maximum of £1,000

The Executive will also consider seeking powers from Westminster to disqualify offenders from driving.

Hmm - i'm curious as to the thinking behind this one.

Has it come to the stage that our driving license is something that gets confiscated when we are naughty boys/girls - even when it is not a driving related offence?

Yes.

Rescinding your driving licence is now a possible punishment for a variety of non-motoring offences. It's just spite and obviously ineffective. If you get done for an offence serious enough to get this penalty then the chances are that you won't give a toss about a licence, tax, insurance etc. and you will carry on driving.

I believe it is to combat persistent 'kerb crawling' offenders.

Well I suggest TPTB remove some of the extreme humps in Walsall, by the red-light area, cos you HAVE to go slowly to negotiate those!

Try telling the mag that you were going slowly to avoid damaging your car and not to pick-up one of the girls.....you'll get CRASBO'ed out of sight....
In Northampton they have anpr in the red light area...hidden....and cctv to pick the crawlers out. Then the CPU sends people around to your house on "embarrasment visits"
Then you get fined, then your car is confiscated and finally you lose your licence.
They have probably worked-out by then that you are a persistent crawler.

This reminds me of the time as a youngster when I got pulled over for 40 in a 30 through Birkenhead docks shortly after midnight.

Depends on the area. If postitutes and kerb crawlers began infesting your area and harrasing female members of your family I suspect you may feel different? I certainly would. But of course it's okay if it's in another area....

However I agree with you that the issue will never go away, and it needs managing rather than gimmiky "crackdowns".

There was an area in Birmingham, I won't mention, which was well known for women of the night.

They elimininated the problem with... (drum role) CAMERAS!

I'm beginning to think the Government's answer to everything is cameras.

Indeed! I'm making no apologies for saying I don't want prostitutes and kerb crawler In My Back Yard. Of course I was being a little sarcastic when I said it was okay in someone else's area. It's not, but neither can the issue be managed simply by crackdowns.

On the wider point of should someone lose their licence for non-motoring offences? I say yes, if that is deemed an appropriate punishment and the offence was serious. In limited circumstances it could be an alternative to sending people to prison.
