PLANS to build more than a million new homes in southern and eastern England over the next decade will result in such severe congestion that roads will have to be subject to tolls to prevent gridlock, according to the Highways Agency.
Darling: Tony our traffic calming, relentless roadworks and speed cameras hasn't really caused as much congestion as we'd like in order to justify road charging , what do you think we should do now?
Tony: 2 jabs has an idea, he has proposed that the South-East should be saturated with new homes hence an increase in traffic-couple that with the 50 year or so chronic underfunding in the roads network and hey-ho problem solved (or created by them!).
