The top ten spots where drivers have been caught out by the borough's CCTV cars have been revealed.
More than 1,300 people were fined in Sutton's top 10 CCTV car hotspots in just three months, according to a freedom of information (FoI) request.
Almost 500 of these happened in just two streets - Grovesnor Road in Wallington and Green Wrythe Lane in Carshalton - prompting opponents to brand the CCTV-fitted Smart Cars a "stealth tax" on motorists.

Four Roads out of the top ten are in Wallington and in one street - Lodge Place near Sutton town centre - there were 81 fines handed out in three months despite it being under 300ft long.

Conservative Councillor Tony Shields said: "If Sutton wants to persist in stealth taxes then it should be honestly described and for a specific purpose like removing the resident permit charge or making car parks free for the first hour borough-wide.
"That's what I would do with the revenue and residents would not feel predated upon so much if they saw this in action."

The CCTV cars were originally introduced in Sutton to patrol areas outside schools but that remit was extended to cover all parking infringements in 2011.
Within a year the vehicles had recorded over £1m in fines and sparked anger by stopping on double yellow lines and disabled bays while they recorded other peoples' infringements.

Liberal Democrat Coun Graham Tope, vice chairman of Sutton Council’s environment and neighbourhoods committee, said: "Opinion surveys have shown that inconsiderate parking is the third highest cause for concern from residents throughout the borough.

"The CCTV cars are there to respond to that concern and ensure the safety of pedestrians and road users.

"Motorists who park considerately and obey the rules of the road have nothing to fear. Of course, we recognise that mistakes are sometimes made and that is why we have a robust appeals process which can investigate disputed cases."

Last month we reported on a 72-year-old who has turned vigilante by following the cars and warning other drivers they are being recorded.

The top 10 ranked by number of fines handed out between November 1, 2012, and January 31, 2013:

Grosvenor Road, Wallington: 250
Green Wrythe Lane, Carshalton: 222
Stafford Road, Wallington: 143
Beddington Gardens, Wallington: 137
Middleton Road, St Helier: 122
High Street, Sutton: 121
Wrythe Lane, The Wrythe: 109
Manor Road, Wallington: 93
Lodge Place, Sutton: 86
Thornton Road, St Helier: 71
It seems to me that the hypocrisy of this is appalling. There is nothing moral about it at all either. Just seems like a 'do what we say not as we do' to the highest degree! :( The 'road safety' guise is a sham and the Council ought to be held to account.

I used to live in Sutton about 30 years ago (and Graham Tope was a councillor then as well) so I am quite familiar with these roads. However, Sutton has changed very much since I was there.

The real question to ask and to solve is why are these roads the subject of such a lot of illegal parking? Is it the lack of local parking availability? If so, why not provide it? I note that the only response seems to be "fine them" instead of "how can we help".

There does seem to be a Council Attitude that seems to commonly be that they will provide 'so many' spaces for parking and the public can just make do! How that is 'serving the public (at great expense) I just cannot imagine!
The whole set up of Councils seems to be do as we do not as we say and this is very worrying and sad.

They ought to be saying, as you suggest that there needs to be more parking allocated and services added ! Not how much they can earn ! :(

Sounds like the control freaks are having a field day, with nothing better to do with their free time than saying, "do as I say because I want you to and you have no alternative",, instead of trying to alleviate the parking problems or shortage of legal parking spaces.

My views do not represent Safespeed but those of a driver who has driven for 39 yrs, in all conditions, at all times of the day & night on every type of road and covered well over a million miles, so knows a bit about what makes for safety on the road,what is really dangerous and needs to be observed when driving and quite frankly, the speedo is way down on my list of things to observe to negotiate Britain's roads safely, but I don't expect some fool who sits behind a desk all day to appreciate that.

Or just sheer laziness. Can't be bothered to look at the problem properly... no idea how to ... no engineer to help show or guide the way ... so no facts even looked at ... just some vague belief that they need to 'solve' to 'bad parking' so enforce, enforce, enforce ...
Supermarkets move in with free parking and sweep up making millions.
Then the local Councils realise they have made an error as the High Street becomes defunct so then makes it a pedestrian only zone claiming that this is what people want.
It's not what I want ... but then in some parts of the Country you CAN still drive down your High Street and you CAN still park outside without a fee being charged and worry about parking vultures !

So why when demand is high and traffic so dense does a Council not realise throughput and better parking is the way to go ?
Not insist that we all park miles away from where I want to just pop in to pay in a cheque and be gone in 60seconds ? Than park my car walk 5 minutes take 1 minute to do the transaction then walk back 5 minutes and go ? Great logic - not! :( Thus car parks are busier and I waste time out of my busy day because they never thought to cater for me or my 'type' ! :(
