Sorry chaps. Just don't know. I've tried to find the original notification but am failing to find it.
It worked for me and after putting it up I tested it and it did go to the survey. So odd. If I can find it I will of course add up a new link.

OK found this 20mph article from Aug 09 :

and the ABD survey here :

ABD Survey
RequiredRequired Question(s)

Dear Members,
Thank you for taking part in our last survey. We had a tremendous response which resulted in good media coverage including an article in the Daily Express.
The most requested follow up survey subject by far concerned the motorway speed limit. Please take the time to complete the survey on this and other hot motorway related topics.

Required 1.
On modern UK motorways, what should the default speed limit be set at?
70mph
80mph
90mph

Required 2.
On suitable sections of motorway, would you support German Autobahn style deregulation with no speed limits?
Yes
No

Required 3.
Is the safest way to drive on the motorway to:
Obey the speed limit
Adjusting your speed to the conditions

Required 4.
Avon and Somerset police have recently announced their intention to enforce the 70mph motorway speed limit with speed cameras on road safety grounds. Do you think that the police have successfully made the case for this type of enforcement?
Yes - there is a genuine road safety case for speed enforcement.
No - I think the speed limit is being enforced for other reasons.
Don't know

Required 5.
Please rate this list of motorway driving bad habits below in order from most to least annoying
(1 = Most annoying)
Poor lane discipline
Speeding
Tailgating
Undertaking
Drivers cutting in front of you.
Not matching motorway speeds on the slip road
Changing lanes without indicating

Required 6.
The Government has recently announced that cameras will be used to catch and fine tailgaters. Please rate these possible causes of tailgating from most to least common ?
(1 = Most common cause of tailgating)
Aggressive driving from the car behind
Poor lane discipline
Cars cutting in front of you.

Required 7.
What do you think is the most effective way of deal with tailgating?
Cameras and Fines
More traffic police
Better education of drivers

Required 8.
A new piece of legislation known as the 'Infrastructure Bill' is currently being debated in Parliament. Part of that legislation would enable road tolls to be levied on new strategic roads. Do you agree with the policy of road tolls on new strategic road capacity?
Yes
No

Required 9.
In the decade since the announcement of a proposed national road pricing scheme in 2005 and the subsequent 1.8million online petition that stopped it, has anything happened that has changed your views on road pricing?
Yes - I support the introduction of road pricing
Yes - I would support it under certain circumstances
No - I oppose road pricing under any circumstances.

Required 10.
And finally, do you agree with the statement, " HS2 high speed rail should be scrapped and part of the money used to upgrade and expand the motorway network"?
Yes - I agree
No - I support HS2

Hopefully now this will work for you! :)

I suspect the link sent is personal to the recipient so won't work for anyone else.
