Its nothing new. All councils have been given the target to reduce KSIs by 40% by 2010. Its an EU directive that Tony-kiss-EU-ass Blair has committed us to. Inspite of the fact that If the French hit the the target their roads would still be more dangerous than ours are now.
So when they say "we are on course to meet the government target" in reply to road deaths going up, this is what they are referring to...
