Highways Agency officers are being trained in swan-handling techniques because traffic is regularly being brought to a standstill by birds on the M25, Britain’s busiest motorway. The cost of congestion and clear-up caused by swans straying in front of cars runs into millions. They are bringing vehicles to a halt two to three times a week on the M25 and have also disrupted traffic on the M3 and M23. Uniformed officers are being taught to remove the swans quickly from carriageways, without causing injury or distress.
