Question - "My car was recorded stolen by the Police, why have I been sent an NIP for an incident 3 days after it was stolen?" (Genuine incident in Lancs this week!)

This is an appauling case of Scamerati negligence. What's the point of having an APNR database of stolen vehicles etc if the Scammers dont check it before issuing an NIP?
