Mind you this looks like a good idea -
Provide areas where cats can hide, such as an enclosed bed or box, or a high ledge where they can escape from children and other pets
My suggestion - a nice canal bed.

Good - now perhaps they'll get round to rounding up the dogs/cats and owners and stop our gardens and streets becoming one large pet toilet.

Bit suggests neutering the pets - might be better off to start with the owners of these

In that case cooking a lobster will present a severe problem - traditional method is to throw them into boiling water --i have always been led to believe that cooking a dead lobster has severe health risks.

Putting in freezer for two hours prior to cooking will kill it painlessly, apparantly. Not that i've ever cooked one.

Actually I think the present law is more than adequate - police/RSPCA have better rights to enter a property to rescue a badly treated animal, than they do badly treated kids!

Ernest - that was taking the pee - to show an extreme case of the stupidity of their thinking.
Only one consolation in this law - see page 2 on the need to keep cats indoors at night and the toilet requirements - for years i have had cats digging up my garden, because their owners are too lazy to litter tray train them.The council can't do anything as cats are classed as wild animals .This looks like it will put the onus on owners to stop them being as much of a pest. I've already suggested a nice bed for cats - the canal bed.
Just think about this sort of legislation as a bonus - whilst they're pandering to the needs of cats and the hurt feelings of a mussel or whelk, they're laying off drivers

I read something about it when we we encouraged to keep all vets bills to defend against charges of neglect!
