And therein lies the flaw. Doesn't it?

Drivers? Or registered keepers? Only the driver is liable, surely, and there's no way to get the evidence of who the driver was.

In fact for PCN's it's the owner/registered keeper. Under the traffic management act 2004 it will be owner/registered keeper/driver/anyone "appearing" to be in charge of the vehicle.

Was there any way to get that evidence in the majority of conventionally ticketed parking fines? Warden sees an empty and (possibly) illegally parked vehicle, issues ticket, and heads off to their next victim - the driver is usually nowhere to be seen.

Naah, for me the big flaw is that it now relies solely on the VRN to identify the vehicle-hands up anyone who thinks London *won't* now see an increased level of cloning...

...and a corresponding increase in the number of appeals from people claiming (truthfully or otherwise) that the vehicle in the video capture is absolutely NOT theirs despite what the VRN says. Whilst cloned plates might have caused some confusion in the old system, the wardens were also supposed to note the details on your tax disc. Unless the cloner had really done their homework you'd at least be able to point out the different disc serial numbers as a defence - they've just made the cloners lives a lot easier, and created the potential for even more innocent motorists to get hassled. I was about to call them a bunch of muppets, but that'd be unfair - I suspect a bunch of muppets would do a better job than the current shower we've got governing the capital...

I agree entirely with the above post, however those in charge obviously don't care. The congestion charge is already full of these problems but carries on regardless.

Time to set up a GPS datalogger in my car I think.
