I cannot understand on what basis the contracts are negotiated. After all the Police do not have to foot the bill so what do they gain by it.

A request under the FOI would be interesting... otherwise you have the view the right to view the FULL accounts, contracts, invoices and receipts of any constabularly during the audit period, under the Audit Commission Act 1998. IIRC audit periods are 3-4 weeks in July for police forces, Aug/Sept for county councils. They rarely get requests but they do know that it is your right. You can also challenge the validity of the accounts to the District Auditor.
