I think this is just the end of the netting-off scheme (which is where the requirement for visibility came from)? I see they have removed the rules on camera placement too; they can put them where they like now?

This does not make sense.

According to the rule book cameras only need to visible if they are used in the nett-off system. Unmarked cameras could still be used by the Police.

Now nett-off is canned there is no requirement to keep them visible.

As there is no longer an obligation to obey the now non-existant rules, I think that local authorities will just ignore the guidence and do their own thing. After all, who is going to stop them?

We are going to enter a whole new world of local authority abuse of speed camera enforcement. Local pressure groups are going to have a feeding frenzy, for a while anyway.

Except the Horn Of Plenty of cash is being turned off. We will now see whether it really WAS the cash or road safety now. I suspect more options will be used in future. Whether these 'new'options will work we will have to wait and see, but I suspect the man with the red flag is alive and well in certain counties !

But the financial incentive will be removed, which must make a difference.

In theory that should encourage the attitude that effective measures are adopted and ineffective ones discarded, especially if they are judged on casualty stats.

In practice it might lead to more cameras, to satisfy local concerns, but a lot less with film in. But the previous situation where local road safety bodies had a vested interest in maximising the number of prosecutions was thoroughly obnoxious and will have been laid to rest.
