Absolutely. The proposal would actually result in more CO2 being put into the atmosphere due to the congestion that would stack up behind "small speed differential" overtaking manouvers, i.e. vehicle in L1 doing 66mph, vehicle in L2 overtaking at 68mph , vehicle in L3 overtaking him at 70mph. Effectively a rolling roadblock. Needless to say, accident rates would go up too.
It's another case of "the answer is speed cameras, now what was the question?". One-track minds.
