Just spotted this about speed limiters being introduced on large vans. So we have more traffic jams being invented.

Speed limiters will soon have to be fitted to goods vehicles grossing at above 3.5 tonnes restricting them to 56mph. What's more, they're likely to be banned from the outside lane of three-lanes-or-more motorways.
The new legislation comes into being on 1 January 2005. However it's to be implemented gradually over the subsequent three years and will only be fully in force by 1 January 2008.
New vehicles used to deliver goods to other EU countries look set to be the first to be affected and there will be a retrofitting requirement.
