The financially strapped Nestor Inc. operates the programs in both cities. Motorists photographed while passing through Rhome on US 287 pay a $179 minimum ticket (an extra $4 is added for each MPH over the limit after 10 MPH). Motorists in State Highway 114 "construction" zones pay a $358 minimum ticket. Marble Falls charges $100 to motorists traveling on Highway 281 and RM1431. Tickets in both cities carry license demerit points against the owner of the photographed vehicle, regardless of whether he was driving or not.

Nestor pockets a $25 per-ticket bounty for every ticket it is able to issue, which is vital to the company's efforts to boost profits and avoid delisting from the Nasdaq stock exchange.

Truitt's bill gives the attorney general authority to stop municipalities from using any ticket camera that measures speed. The bill moves to the state Senate for its consideration. A number of states including Arkansas, Nevada, New Jersey, Utah and West Virginia have enacted laws banning speed cameras. Other states such as Alaska and Hawaii were forced to drop photo radar after the devices spurred public outrage.

What is also interesting is that due to the constitutional right of Americans not to have to do or say anything to incriinate themselves, it's the owner who gets the points and, presumably, the fine if the driver is not identified.
Imagine that here where we would just register a non-driver as the keeper and then the problem would all go away.

So a double whammy - not only did the driver ( if named) get points - the owner did as well - should think some elected officials would be running scared at election time

Late reply, but I just noticed this.

In the US, points are put on licenses only in California, Arizona and Illinois. There, the scamera needs to photograph the driver.

Everywhere else, the driver isn't photographed so there are no points. The owner get a "civil" ticket that can't be contested in a real court of law so constitutional rights do not apply -- just pay up. We do not have the silly "inform on whomever committed the offense" crime. Saying nothing is acceptable and the only punishment of non-payment is a bad mark on the credit report or inability to re-register a car until the fine is paid. The photograph of the incident is always included.

But speed cameras are in use in only about 9 states, and they are specifically banned in another 9 (including California). Probably no more than 100 are in use in the entire country. There are serious court challenges to speed cameras (up to the state supreme court level now) in Iowa and Ohio that are likely to succeed. Red light cameras are the problem here -- about 20 states use them now, I'm guessing about 1200 nationwide. They increase accidents.
