 Post subject: "Traffic Calming" money

My recently-elected councillors have just announced that they have "found" various monies left lurking in bank accounts for our ward by the previous administration. One of these pots of money is for "traffic calming". Can the government require that money be spent on this, even if a council doesn't really want to? If not, how can the money be redirected to a more worthwhile cause?

It depends if it is ear marked for roads safery or road maintenance, but they can do what they want with it with in the constraints of the broader allocation.

Alternatively, perhaps they can spend it on traffic calming removal.

Lovely idea! Further reading reveals that it is "Section 106" money obtained from a third party. Any local government finance experts out there help us, please?
