Thank you for your request for information received by Lancashire Constabulary on the 2nd September 2008 relating to NIP cancellation statistics from 2003-2007.

Your request for information has now been considered and following consultation with the Force Central Processing Unit (CPU) the information you are seeking can be found below:-

2003/2004
22,695 of the 43,879 (52%) paid their fine.(£2,632,740)
10,289 of the 43,879 (24%) were cancelled due to:-
Speed Awareness Course attended (4,206 attendees i.e. 10% of all offenders attended - the bulk of actual attendees are in Lancashire but there are 11 other Counties who currently provide courses – this is likely to be National in 2008. The ticket office also refers other speeding offences subject of the issue of endorseable tickets from patrol officers to Speed Awareness courses, however, this only represents a small number of offences)
Visitors from abroad
Foreign vehicles
Emergency service vehicles responding to designated emergencies
Cautions
Transcript errors (i.e. can’t read plates)
Stolen, cloned vehicles and VRM plates
Deceased persons
Company Liquidation
Medical emergencies/diligence shown (documentary evidence required)
Driver not traced/false details
Quality Assurance checks and some other smaller categories
10,712 of the 43,879 (24%) were identified as potential prosecutions due to a Failure to Furnish details or because of excessive speed. These files are then transmitted to the court system and the outcome is not recorded on the National Ticket Office software.
183 of the 43,879 (<1%) are still recorded as unpaid or outstanding.

The returns from Lancashire Road Safety Partnership for 2003/2004 from the claims form FPNH1 for payment of £3,407,713 from the MfT are:

84,560 of the 142,545 (78%) paid their fines ( £5,073,600)
14,981 speed awareness courses were taken that year (Source: LCCs own website)
5,453 court cases were heard in Lancashire courts. (Sources: Home Office & Ministry for Justice yearly publications Motoring statistics)
24,261 failed to pay their FPN and were transmitted to the court system.


1. Both sets of these accounts/records/ have been fully authenticated by the "Independant" District Auditors for, Lancashire Police Authority , Lancashire Road Safety Partnership, Lancashire Constabulary & Lancashire County Council(LCC).
2. Both sets of these accounts/records/ have been fully authenticated by the "Independant"internal Aditors for LCC. Lancashire Police Authority & Lancashire Road Safety Partnership.
3. Both sets of these accounts/records/ have been fully authenticated by their respective Finance Director (LCC)/ Treasurer (LPA).
So...... how can this happen & where is the money?

Well it takes a closer look at 1. 2 & 3 to understand:
1. The "Independant District Auditors" are really the same single person! A bit difficult for him to indicate problems when he has already cleared the "Independant internal Auditors" figures in one section... However......
2. "The Independant internal Auditors" for LPA, LCC & Lancashire Road Safety Partnership is the same person and works directly for LCC (Sub-contracted out to LPA from LCC) whose boss is..... yes you guessed it!
3.The Finance Director for LCC who is also the Treasurer for LPA (Again under sub-contract from LCC)!!!!!!


As for where is the money? Perhaps the Financial, sawdust plaiting wizards, who advise all the bodies and are paid very large salaries from the public purse could explain to the public, JUST WHERE IS THIS CASH THAT DOESN'T SHOW UP ON THE POLICE HELD RECORDS.

My Accountants' opinion was, B*ll*hi*, C*ap, possibly falsification had taken place, definitely not an ERROR & that all of these people wouldn't last 5 minutes if HMCRS invited them in for a chat!
Perhaps they will now if somebody reads this who has a professional interest in these bodies.

Hi there,

Very interesting information you have there.

Just wondering where the 24,911 figure is from that you quoted previously in regard to police prosecutions sent in 2004 compared to the 5453 cases actually heard.

The figure is actually from the LRSP financial returns to the MfT, called FPNH1s,for payment for processing FPNs under the camera scheme of 108,821 FPNs PROVEN TO EVIDENCE by The Finance Director of LCC,to be speeding Fixed penalty notices issued to identified drivers. Of these, 84,560 paid the FPN without court appearance leaving 24,261 UNPAID.
These are then automactically sent to the courts system.
The Finance Director has CONFIRMED that NONE of the 108,821 issued FPNs contain any element for payment as SACs but are genuine FPNs issued to speeding drivers for a payment of £60 each and carrying 3 penalty points on their licences.

Therefore, the administration costs associated with the referral of motorists and subsequent attendance at speed awareness courses is met from the charge levied for attendance on the course.

Written reply to M.P.Nigel Evans' question on behalf of constituent.

Therefore these are the figures, paid out of the FPN income for administration up to them being sent to the Courts, and similar figures for each year, that are giving The National Audit Office, responsible for auditing the Courts' return, great difficulty in reconciling such a huge difference between the Courts figure and Lancashire Constabularys'.

Since our elected representatives have such overwhelming contempt for us, why should the police service be any different ?
After all, if you fiddled your expenses in business you would be down the road (if not more), but in parliament you can just claim squillions for everything, and even when proven false you just go-on to make more dosh from more fiddles.

Millions of pounds just cannot disappear, the accounts of Lancashire County Council, the Road Safety Partnership
gang operating out of Blackburn (Jack Straw's Minister of Justice patch) plus Lancashire Constabulary have all
published audited figures each year prior to the ending of 'Netting Out.' These partner's accountants must have
checked the figures, by law have them audited and paid the Audit Commission to sign them off as being accurate.
Otherwise the Government would not have paid the millions of pounds of expenses involved.
Likewise the courts publish data on speeding fines which should dovetail into the other agencies data. Apparently
these do not according to Yimiter. Before Christmas a published figure of speeders in the Lancashire courts
claimed in excess of 23,000 being handled - Rubbish. The total for everything in Lancashire courts is only 24,000.

The numnbers show NIP's logged, tickets issued, fixed penalty fines paid, let off's , speed awareness courses
(not sure whether this is completed or just issued/paid ). This is the Central Ticket Office data, Police and
Lancashire County Council speed awareness courses. Finally court cases are controlled by a separate body -
the NAO - National Audit Office.
Simple and whilst there will be discrepancies - the unexplained thousands of disappearing speeding motorists
each year is a serious cause for concern. After all the Blackburn CTO was setup whilst Paul Stephenson was the
Lancashire chief constable, now promoted to the top copper in the land -The Met gaffer.
But the numbers now coming to light, give all the indications of accountant's planning. After all they handle
the numbers, direct the finance. However surely with audits & professional monitoring in place - the unusual
situation would have been discovered then corrected.

Only explanation the same 'gang' of pen pushers was working in every camp. Perhaps uneven the same people,
over worked because they were doing too many highly paid jobs. One thing is for sure, in spite of the 'netting off'
system being replaced by an annual grant , drivers in Lancashire would have been happier if they had not become
cash cows. Road safety Yes! But being used to boost up funds - No Way

Today it was confirmed that no longer can foreign drivers escape UK speeding tickets in fact the vehicles can now
be seized until the fines are paid, about time too. Incidentally this is following an EU directive, so UK drivers abroad
are now in the same boat. So are their penalties - cross border rules here we come.

You seem to be well aware of how these people should operate but don't.
The thread "Chickens coming home to roost" should interest you!
Have a look as I would appreciate any extra input that you might be aware of that exposes these fly boys who have little respect for law or even the public, who after all pay their wages!
Afterthought:
If we pay their wages doesn't that put them, technically, "On Benefits!"?
What a ******* liberty!!!!
