How widespread? Ist it just something which relate to this area of Germany?

It seem drunk/drugged will run (German limit half the UK one

Also elderly und disabled will not report lest they lose licence


But they also say that most incidents occur on the carparks und suggest the bays are too narrow for today's wider cars

So how widespread would you say this ists und would one in every two not doing the decent thing sound "normal" to you .. oder?
