The maths are as follows: there are 6,500 registered cars in Puigcerdà, so El Periódico's estimate is based on the assumption that there are between 3,300 and 4,000 exemplary motorists in the town. Those of you with experience of Spanish driving and parking habits are welcome to challenge this figure.

Presumably most of the fine revenue comes from outsiders rather than local residents, so such a scheme would be self-defeating if applied nationwide.

Who implements it and, presumably, takes a cut for the administration and how much?

Hmmm :scratchchin: I feel a pie chart coming-on with a very big slice going somewhere...
