Really? They never claimed overall casualty reductions?

i was unable to influence the drivers behaviour, SCP enforcement covers less than 2% of the road network,

Hmm... Callaghan and his successor(s) were keen to point out that after 2007, they were able to target 100% of roads in Cumbria with their vans.

Probably just SCP bollocks to try and frighten the public who don't know any better... some roads are apparently not safe to enforce on.

Judge slams police force that let superintendant do 79mph in 50 zone
Posted 10th Dec 2010 by Tom Webster
Filed under: Police/Emergency, Government/Legal, UK, News

A judge has slammed a police force after it initially chose to not prosecute a senior officer for speeding.

Helen Chamberlain was caught doing 79mph on a 50mph stretch of the A6097 Epperstone bypass between Epperstone and Oxton, but was let off with just a warning when she was pulled over by Nottinghamshire Police.
The constable that gave her the roadside caution was later overruled by senior colleagues, who reported the incident.
Chamberlain initially disputed the charge, saying that the equipment was faulty, but then entered a guilty plea when she came up in front of magistrates.

District Judge Timothy Devas said: "I hope this case, which has been a terrible ordeal for Mrs Chamberlain, will leave a message that will cascade down all levels of the force that they must not make decisions like this.
"The public have a right to know what went on at the roadside. Why did the PC take it upon himself to suggest there would be no prosecution for someone doing 79 on a 50mph road? Can you imagine in your wildest dreams the police saying to us you are not going to be prosecuted?
"Quite rightly the public might think it's because of who she was, and that doesn't reflect well on Notts Constabulary."

Chamberlain was given six points on her licence, and ordered to pay a £710 fine, costs of £800 and a victim surcharge of £15.

I am quite sure there is a lot going on behind the scenes of this case ... :scratchchin:

Sacrificial lamb. The ramifications of her getting off it were too great.

As you suggest, I bet words were said behind closed doors to make her change her mind and, as always, no-one says a dickie bird about whether what she was doing was actually unsafe.

mmm, I wonder if that bypass was a 70MPH limit at one time , whereby 79MPH would be under the prosecution threshold anyway.

79 is within the enforcement threshold for a 70. The 10%+2 is inclusive.

The stretch of road in question is a single carriageway, so it cannot have been a 70.

A very important question in each and every challenged speeding case in Nottingham is ---has any single person won a case against the incredible close knit Speeding enforcement here in Nottingham ?
It is clear to see that there are many discrepancies in the operation of the cameras by the operators who know that it is virtualy impossible to validify the blatant disregard to the ACPO's rules & regs regards the camera opertion. It seems reaonable that if a person with power can park obstructively on the pavement drive off that pavement he's been parked on as well as being opposed to the traffic and narrowly miss two cars coming at him he will then assume he will get away with shoddy operation of the wepon he's waving about at all and sundry. On the whole the operators will and do get away with plenty but who will challenge their nice little earner---will you ?????
If one is loaded and a couple of thou is of no consequence then it may be possible to have a judge throw out the allegation of speeding because of lack of evidence or even the withholding of evidence by the CPS and that is the tool they will use to take it to the wire therefore pressurising the victim into submission in respect that there will be three witnesses to be paid for by someone and that usually is the accused driver. One of these witnesses was not even there at the scene of the crime but never the less may have looked at the photo and that seems reasonable enough to have a day off with pay. The very few videos that are issued when requested in a forceful manner are interesting in the respect that it underlines the gross mishandling of the equipment with video being taken of even cars that are travelling below the speed limit. The automated setting of the bleeper on these devices automatically guarantee a good return in regard to customers -and customers make money........
