The fines have contributed to a £500,000 purchase of nine new speed camera vans.
The vans, equipped with the latest speed-detection technology, will be patrolling accident hot spots on NI roads within the next few weeks.
NIRSP announced that the investment will accompany a road safety campaign.
Assistant Chief Constable Duncan McCausland, Chair of NIRSP, warned that speeding is still the biggest danger on NI roads: "Speed kills, and it is important to emphasise this point and to remind all drivers that there are consequences to breaking the speed limit and driving in a manner that does not ensure the safety of all road users."
Environment Minister Edwin Poots welcomed the investment, hoping the new vans would "encourage drivers to drive at a reasonable and sensible speed."
"Adding a few extra minutes to your journey could make a big difference in saving a life - maybe yours," he added.
