It seems that LRSP haven't changed their methods of exploiting the public!

Far from it they are now going further, raking in the cash for Lancashire County Council through their speed awareness courses.

I'm sure many of the older posters on here remember the outrageous claims about speeding in a 30 limit and how damaging to a child speeding at 31, 32, 33, 34, 35, etc was and that is why the rantings of the then CTO Manager compared them to drunken drivers. That's why it was SOOOO important to fine them & penalty point them at 35mph +. SAVE LIVES & ALL THAT!
Remember- cameras were ALL ABOUT ROAD SAFETY & not income!

How Policies change when Government cuts cut in & Road Safety doesn't really matter anymore...

Does anybody remember The Chief Constable's CAUTIONING POLICY that was rolled out to the public as "FAIRNESS", that was never implemented, & was exposed through Parliamentary Questions?

LANCASHIRE CONSTABULARY REVEAL SPEEDING CAUTION POLICY


FOLLOWING a review, Lancashire Constabulary has revealed details of its new speed enforcement policy. The new policy allows for the introduction of a Caution, and an enhancement of the Speed Awareness Option. These can only be offered following detection by a Fixed Safety Camera Site or Mobile Site, operated by the new Speed Enforcement Technicians. Outside this, all other speed detection should meet the following agreed levels of enforcement from Thursday 3rd June 2004.

In a 30mph limit - 38mph and above

In a 40mph limit - 50mph and above

In a 50mph limit - 61mph and above

In a 60mph limit - 70mph and above

In a 70mph limit - 82mph and above



The review, which was commissioned by the Chief Constable Paul Stephenson, examined all aspects of speed related issues, including the work of the Lancashire Road Safety Partnership. This has resulted in the introduction of a cautioning policy as well as enhancing the speed awareness option. Mr Stephenson told the Police Authority that he had decided on the review after listening to a variety of views from the motoring public and members of local communities. He explained: "It is quite obvious that people are anxious we continue to target speeding motorists who are a danger to road safety, but at the same time we recognised a need to look again at the way we dealt with lower level offenders."



From today drivers caught speeding in a 30 mph area will be cautioned at 35 mph, offered a speed awareness course at 36 and 37, and given a fixed penalty at 38. Similarly in a 40 mph area drivers will be cautioned at 46 and 47 and offered speed awareness at 48 and 49. Above that will result in a fixed penalty. In a 50 mph area drivers will be cautioned at 57 and 58, offered speed awareness at 59 and 60 and a fixed penalty at 61. The Constabulary will continue its intelligence led approach to ensure that camera sites with a higher number of casualties are prioritised.


Drivers will be eligible for up to one caution in a three-year period for their first offence of speeding. Following the receipt of a caution they will move to the offer of a speed awareness course if it falls within the guidelines. It is to be emphasised that this is not a green light to drive more quickly in Lancashire. It is about dealing with people in a flexible and proportionate manner. Lancashire Constabulary will not reconsider any penalties previously imposed in relation to driving licence endorsements but will allow all motorists in the county to undertake all options under the new proposal. The Constabulary's newly appointed mobile enforcement technicians will be used on roads where analysis shows there are significant casualties.

Superintendent Clive Tattum, who headed the review, said: "It is important to remember that the safety cameras are working here in Lancashire. We are now well on target to achieve casualty reduction levels set for 2010 by next year which will be a remarkable achievement. These reductions would not have been possible without the cameras and the impact they have made on driver behaviour. The cameras reinforce our message that speeding remains unacceptable here in the county. "But at the same time we do recognise that speed enforcement, particularly at the lower end of the speeding scale, does have an impact on motorists many of whom might have driven for years without penalty. That is why we decided to introduce a cautioning policy and enhance the speed awareness training. "The vast majority of motorists in Lancashire drive in a safe and responsible manner. This has assisted us in reducing average driving speeds and road casualties. The new policy will be closely analysed over the initial three months period and if this responsible approach continues we will consider further expansion of the cautioning scheme and of our speed awareness course."
Dr Stephen Morton, Consultant in Public Health and Director of Public Health Hyndburn and Ribble Valley Primary Care Trust, said: "The use of safety cameras is a proven measure to improve road safety. They can reduce accident risks at sites with a bad accident record and can contribute to overall speed awareness across the county of Lancashire. "However, it is important to maintain public understanding of, and confidence in, the way in which safety cameras are used. That is why it is timely to review the operational policy and refine their use, based on the most recent data on accidents and traffic speeds. I strongly support this review and the commitment to jointly monitor and refine the policy over subsequent years."
Terry Carter, Section Manager for Traffic and Safety for Lancashire County Council, said: Lancashire Constabulary and Lancashire County Council work closely together within the Road Safety Partnership and share the aim of meeting the Government's targets for road safety reduction. Significant progress has already been made with the co-operation of road users and the time was right for a review of the speed enforcement policy. "The County Council has worked closely with the police in the review and entirely support the new arrangements, which are being introduced. We all anticipate that this will maintain the co-operation and commitment of all road users to casualty reduction."
John Davies, Project Manager for the Lancashire Road Safety Partnership, added: "The partnership has worked closely with the police throughout the review process and fully support the new speed enforcement policy which is being introduced. The partnership's aim is to reduce road casualties and the new arrangements, whilst maintaining this focus, will be more educational in their approach. This can only be beneficial in improving safety on our roads."

Course Details
As part of Lancashire Partnership for Road Safety's aim to cut road accidents, the Speed Awareness Course has been devised by Lancashire County Council's Road Safety Group to bring the issues relating to speed to people's attention. The Lancashire Constabulary refer people caught speeding to the course.

Completion of a Speed Awareness Course is a direct alternative to prosecution resulting from excess speed. Offences arising from deliberate or reckless actions should result in prosecution.

A boy racer doing 42 in a thirty zone doesn't deserve three points or a fine? He can pay Lancashire County Council £69 and have a day out, with no points that could be added to his next capture. 42 in a 30 zone (remember the early death warnings!!!!) is reckless driving (See reckless action in policy statement above) and should be dealt with as such by a court - not speed awareness.

But Look how the speed limits have been used to generate income with concern for Road Safety the last consideration

Every possible speed combination generates income for the Council, nothing for the Court System & NO PUNISHMENT for the drivers!

Instead, he paid £69 to sit in a classroom at Centurion Way in Leyland from 4.30pm until 9pm.
He said: “When we asked about the driving we were told that some areas didn’t do it and that they were standardising across the country.
“The course was useful and quite interesting, we were shown videos and asked to identify risks. Some of it was Highway Code questions reminding you of things you should already know.
“But I had been looking forward to the practical element.
“We’ve been told in the past that these courses reduce the number of accidents and speeding figures, so I’ll be interested to know of that’s still the case with the changes to this course.”

Vali Birang, head of sustainable transport and safety at Lancashire County Council, said: “Recent national research revealed that, although there were benefits with the practical element, clients weren't benefiting sufficiently to justify the additional time and cost.
“Furthermore, The Association of Chief Police Officers (ACPO) wished to standardize the course provision throughout the UK and increase take-up of the courses.
“Lancashire Police has therefore decided to adopt the theory-only model, which is now in operation throughout the whole of England, Wales and Northern Ireland.
“The cost of the course for clients in Lancashire is now £69.00.”

Theory Only Model up to 42 mph in a 30 limit!!! 75 mph in a 60 limit? Faster than Motorway speed limit!!!

Good while ago, whilst the SCP could claim expenses from the penalties, we analysed the results( on this site), and the amount being claimed by some SCP was amazing. That's possibly why the last Gov't decided to stop the "expense " claims. Up till then AFAIK speed awareness courses were only offered in 30 zones for minor infringements.
Of course , with only a fixed income, the SCP looked likely to fold, and the empire collapse,so some new method of finance had to be found.
Enter the new idea of a wider tolerance and speed limit area for "Speed Awareness Courses" and the business plan is now a viable one. :D ( Or my idea on the growth of the courses)

When they stray from the correct course (genuine road safety) all sorts of mission creep sets in and changes purpose as the targets become the goal. Words stated tend to win over public support in favour of that goal that has then become the whole purpose.
Truth and honesty becomes lost. It is as much sad as it is tragic as lives are lost through wrong policies and good money is spent on pointless and wrong systems.

Clearly they have decided that they can get in more people and so more funds, when not troubling themselves with the practical part of the course. They have also probably ascertained that people are 'in favour' of the courses over points on their licenses - no surprise there then! Hardly a fair or just choice!
It is shameful.
If they really and truly thought that the courses helps road safety then it ought to be offered to all people who wish to take the course not after a technical infringement once in 3 years !

This was the policy in Lancashire in 2009.
However even the cautioning policy was a con then. See Ministers reply below

I'm getting very cynical about the move to speed awareness courses, like yimitier. In Warks, I've noticed that there's now a business centre dedicated to the admin of these courses. Think it's called Nettle hall business centre. Years ago anything over 10%+2 got a FPN, out of which the SCP made some money ( Roger possibly has a copy of the "expense" claims of the SCP BY AREA),and it made interesting reading. Then what was considered as "dangerous speed" to be penalised ,got taken down a peg, as the treasury decided to stop all the "culinary accountancy", and take al the payments,and dish out a grant. Of course , this would mean the end of the gravy train for SCP, unless the bean counters could find an answer. And the answer -Speed awareness courses. Add £20 on top of the penalty,but no points ,so that ,unless you got done within a set period, you could keep your licence. All you had to do was to go along and be like an insurance dog - keep nodding.
And I KEEP WONDERING just how this contributes to road safety , vs the old method of a highly trained officer making notes and pulling driver over .Officer might decide to EDUCATE ( a la IG STYLE ACID LECTURE) and make sure driver was made aware of shortcomings, and how to be a better driver , or be educated and get a ticket. But ,the advice was there at point of delivery, not some days down the line.

Consider potty training a kid. The experts say not to discipline for wetting ,but praise for asking to go .

Speed awareness is all about "Smoke & Mirrors".

I think that when the Leveson Enquiry moves into module 3 - The relationship between Police, Media & Politicians it should include the politicians operating within Local Authorities & "The Partnerships" involving all 3.

Lancashire County Council, as the "inventors" of "Speed Awareness" within The Road Camera Speed Safety area should be included in this module, in my opinion.

The connections between "The Partnership" & the local press show a deliberate collusion to mislead the general public into believing that ALL camera income goes "Directly into Government Coffers" and nothing goes to the "Partnership.
I expand:
Jenny Simpson is a senior reporter for the local newspaper, Lancashire Evening post.

During 2007 & 2008 she covered the speed camera events, which at that time were heavily reported in the paper amd Nationally (especialy The Daily Mail a paper where Jenny started her career.(Opportunities for exclusives here!!)).
Here's a major 'expose' she did in 2007.(Or is this CHURNALISM?)
Complete with "Red Top" Headline & anti Government byline - " GOT YOU_The money raised from the cameras goes straight into the Government coffers!"
Plus a statement of fact that:

Note this is ALL about a speed limit of 30mph when at this time only Lancashire offered speed aware course at 35mph (sometimes they slipped in "offers" below this speed - see "Chickens are coming home to roost" on this forum)

Another bit of "Churnalism" from Jenny. This should carry an ADVERTISEMENT heading in my opinion!
Note in this article/advert the claims that:

This seems the most important part of the course in relation to Road Safety but it doesn't happen anymore.

Of course they would!!! That's why these courses were thought up originally! To enable Lancashire Road Safety Partnership to cash in on the Road Safety Camera Scheme and cover their profits with smoke & mirrors!!
The reporter readily bought their hype & passed it on to LEP's readers as FACTS.
If she'd have asked her "classmates" she might have found out if anybody was on the course below 35mph (allegations in her paper at this time were that this was happening.) No questions about "Cautions" that had been widely reported in her paper & Parliament and had been in effect since 2004. (See above earlier posts).

Not really "Investigative Journalism" more "PR & Churnalism" and:

I think you'll also find that those were words( about "lots of money" similar to those used by the heads of a WARWICKSHIRE based firm .And the boss of the firm who's alleged by a newspaper of coming out with this phrase - an ex cop .

I can understand but not sympathise with Councils for taking the easy route to 'road safety' as automated speed enforcement is the current favourable 'method'. Heaven help that someone has the courage and decency to stand up and look properly at what genuinely brings proper road safety to their roads.
It is plain to see that the reasons for increasing the course numbers, frequency and entry 'speed level' is clearly to raise revenue. It varies how much is returned to the Police Authority but usually some does. The course fees usually are returned to those that run them, a fee paid to the Police for the name and address of the offender, the course location (I assume here that some places will have a hire fee), the course 'tutors', and the management of the speed course initiative (RSS and Co? but how much is open for debate). They sell their propaganda to the Councils and then have the Councils help to run their services for which they receive £25K plus a year from each Council annually (according to their website fees) ! Yet the information is available from the Gov website for free!
Packaging up something that you can get for free and then charge a huge sum for it sounds like a con to me.... !However people do like things all neatly packaged up and presented so they don't have to think extensively about it. So they pay to save 'time' but the cost is sadly people's lives when they try these short cuts to road safety for which they ought to be held responsible for. Perhaps then they would really consider and research properly what is Road Safety and how is it best implemented.
This supposed sticking plaster needs to be ripped off and thrown away so the 'wound' can be healed properly!

It is encouraging that some councils are beginning to use proper engineering solutions to address road problems. It is troubling that they cannot see the problems that automated enforcement through speed cameras is causing however.

When reading all the T&C for their course it is sad to see that if they decide to cancel the course (of which you can 'fail' if you don't complete the whole course (inc the driven section)), they take no penalty whatsoever but if you cannot make it there are all sorts of added costs and problems that you can face. Including providing written proof of problems including if someone has died. They don't trust you is written all over their T&C. It felt very very bully-ish and totally unforgiving, yet it is meant to be a friendly helpful approach to bettering your road skill ability.
If they don't change their T&C they will need to fail everyone. After all you sign and agree to their T&C when you accept the decision to go on a course! Perhaps someone will sue them when they (course providers), breech their own T&C for not failing someone who was unable to complete their course (and so 'pass'), because it was not offered! ;) According to them all people will need to be referred back to the Police for a new 'considered' decision!
They will check only the Highways Agency for route delays if you are over 30mins late too! Sounds to me like calling them (before they open) to confirm the course is necessary for everyone!

I would suggest that you are are starting to see the truth behind this latest scam. We did examine the SCP offsets against their budgets and thought there were things that were not right. Now we've got ascending speeds for speed awareness courses, with descending levels of training. That starts to reflect on the new APPRENTICE scheme.All done by private training schemes, with no guarantee of a job. It's not about results, but about cash generation . I'd suggest that the speed awareness courses are all about cash generation ,and less about safety .

AT LAST SOME RELIABLE FIGURES THAT SHOW HOW MUCH THE POLICE STAND TO PROFIT FROM INCREASED SPEED AWARENESS COURSES THROUGH THE CHIEF CONSTABLES DISCRETION!

Across the entire county, 49,825 people were caught speeding on fixed and mobile sites, with 21,809 fined and given points and 15,458 given speed awareness courses.

This coincides with Lancashire’s accident figures being at a 30-year low.

The cameras brought in £2.6m in 2010, the majority of which goes to central government.

The police receive £35 from every course. The Lancashire Partnership for Road Safety also gets a small percentage.

Lancashire’s Assistant Chief Constable Andy Rhodes, said: “Road safety cameras are intended to reduce the average speed of motorists on roads where there is evidence that speeding is an issue.

“We are committed to reducing the number of people killed and injured on the county’s roads and we will continue to use cameras to help us achieve this.”

Tim Ashton, the county council cabinet member for highways and transport, said: “Using cameras is just one of the ways we've been able to make our roads safer and reduce the number of people killed and seriously injured by more than 40 per cent in five years.”

From The Above Article:

FACT: 15,458 Speed Awareness Courses Taken 2010

FACT: The police receive £35 per course.
The question here is - for what? They have no involvement in the running or administration of the course. They simply refer eligible motorists to Lancashire County Council.

FACT: In 2007 they only received £2.26 per referral :Now they are paid £35 for each course taken.

FACT: The most income received by Lancashire Constabulary for speed awareness referrals was £126,000 in 2006.(Source FOIA application Lancashire County Council: available correspondence)

FACT: On the figures published in the Telegraph (and before they changed the goalposts again in Sept 2011: See 1st post )they would receive £541,030 in 2010!


I'm just glad they are still not rolling out their old cliche " THE POLICE DO NOT MAKE ANY MONEY FROM SPEEDING MOTORISTS!!!"


Am I wrong?

Obviously the "Partnership" is mixing the figures to put some sort of "Spin" to the press.(Probably what they used to do by using "Financial years" and "Calander years" to reach different stats.)

Either way it still shows a massive 4 fold income to Lancs Con-Stabulary since 2006.

At £35 per course their income is £424,655 in 2010 compared to £126,000 in 2006.

It's not really producing much results is it GS-not like having some bloke in a car ,who knew what he was talking about ( from a practical point of view).But these blokes in CARS were experts, they knew how to drive, rather than captain a sub, and knew how accidents occurred( rather than find a sand bank on you know where). And their advice,whilst not generating an income, prevented accidents, saving the NHS many thousands of pounds.
So be a good guy- just slip down to periscope depth ,and observe road safety in action .

If you just happen to be a serving employee, civilian or Officer, and a complaint was made to the Constabulary about your conduct, using information obtained during your course of employment, and then knowingly "blogging/commenting" on this site to deliberately mislead the public, what do you think would happen?

They would only have to check you profile, read your posts and notice how you use police jargon, displaying an "insider's" knowledge & descriptions of financial costs relating to "internal investigations" etc. etc.. to suss you out!!!! (Maybe they are already doing it!!!)

Maybe that's the line to take in relation to your stupid antics!!!
