That's exactly the case. I had a look at the "Star" this evening and there's rather more detail. It's dropped from over 100 convictions per day to about 40 - sure sign that all the locals know where it is, and the "grockles" don't.
There's also an editorial that seems to be a bit confused... It's saying how the CSP has reduced the KSIs for Shropshire and therefore cameras are a good thing, so expect more; but in the news section there's a rant piece from the local "Road Peace" representative claiming that Shropshire is the 7th worst county for deaths, which (she says) have increased.
It's interesting that the only thing the CSP can find to shout about is that they've reduced the number of cars speeding past their camera - not a peep about accident figures. I was hoping that they would because it's very unlikely that any of their cameras would have bettered the 76% (IIRC) reduction in accidents at their "virtual camera"* site on Smithfield Road, Shrewsbury.
It's also interesting that the KSIs have supposedly gone down, whereas the "K"s have increased. One feels that the attraction of the KSI figure is that the "SI" is something of a moveable feast that can be open to a bit of manipulation, whereas "Killed" is an absolute.
* The "virtual camera" was supposed to be put in Smithfield Street as there had been an increase in accidents over the previous couple of years. They couldn't actually find a site to place it (probably couldn't find somewhere sufficiently profitable!) and spent two or three years fannying about and achieving nothing. In that period, the accidents on that road came down by over 70%. You and I know it's just simple RTTM, but it allowed me and a couple of other letter writers to have a bit of fun at the CSP's expense.
