Actually, Alastair Darling was questioned about this on Today (R4, this morning) and sounded very uncomfortable about the idea. His view seemed to be that speed limits were there for road safety and for nothing else, which is how it should be. Could it be that the report was leaked by someone in the DTp who wanted to ensure the idea was killed now, before it gets live, official status?
