Various ambulance services have, in recent years, used paramedics on mountain bikes to negotiate areas heavily congested by pedestrians or vehicles. The bikes are equipped with sirens and miniature blue lights.
A shopping mall in Northamptonshire has just announced that, henceforth, ambulance cyclists en route to an emergency must GET OFF AND WALK in case they hit someone.

Sounds like the owners of the mall are just terrified of someone sueing them. A result of "compensation culture" I reckon.

Why the hell don't the let them have scooters at least. Then they would be able to carry some kit.

The cycle response units are used where other vehicles cannot go, either beacause of congestion or because it's a "pedestrian-only" zone.
They do carry some kit, basically a slimmed-down lightweight version of what is found on the ambulance bikes.
I reckon the comment about "compensation culture" is pretty accurate.
