The government was defeated over a move to allow cash raised by fines from speed cameras to be spent on road safety measures. Voting in the Lords was 166 to 125 during the the road safety bill's report stage.

For the Tories, Lord Hanningfield argued that money from cameras should be used to help councils pay for safety schemes and cut the death toll; for the government, Lord Davies of Oldham said a reduction in fines revenue would be an indication that law-abiding driving was taking place.
