Executives at the Licence Bureau made the discovery after checking licences that belonged to drivers at five different companies. During checking it was revealed that one licence had been revoked by the DVLA before the employee, who was not aware it had happened, had joined the company.

The Licence Bureau recommends follow-up checks are undertaken annually on staff who have less than four points on their licence, six-monthly for those with four to seven points and quarterly on staff with eight or more points.

Something interesting here... How many fleet drivers are there? Surely it can't be less than 2 million which would imply more than 20,000 actually driving banned.

This seems highly at odds with the Home Office figure suggesting that only 30,000 of all licence holders are banned through totting up.

I've long suspected that we aren't seeing the right numbers, and I'm wondering if we have a lever or a clue here...

Most of the business drivers I know have at least two licences.
This is especially the case where employees have to travel overseas a lot and rent cars for business (or even holiday) use. It takes a while for the points to be added and to be unable to work abroad during that time would indeed be impossible.
Even regular checking of driver's hard copy licences would, therefore, achieve nothing. This current obsession with points for speeding is the cause of this phenomenon which can and will only get worse as the cash-cameras multiply. When a man's career, job, family, home, marriage and the well-being of his children is at stake over a few minor speeding convictions gained from nasty, spiteful and useless cameras, it's really not surprising that he will drive unlicenced.
Speaking personally, I know it would be a hard decision to make if it happened to me and I don't know what exactly I would do. Possibly I would buy and register a cheap car in someone else's name, insure it through a limited company and hope for the best. I just don't know. What is the trade off between definately losing everything one has worked for against the possibility of a month or so in the nick with the State looking after the family? Tough - b****y right it is for some. That's where this cash-camera greed and obsession has brought us.
