A more than threefold increase in speed camera tickets issued in Scotland – from 56,000 to 181,000 – coincides with an increase in road deaths there.
The toll has grown by seven per cent between 1999 and 2004.
Reaction from politicians and motorists groups have been directed at the country's speed-camera policy, which many say isn't working because their siting was about making money, not saving lives.
