Within an article about a FOI (Freedom of Information), that they have received, which states that

from 57 cameras sites
36,000 possible tickets,
14,000 are scrapped due to inclement weather,
7,000 are other-wise not chargeable e.g. 999 call outs
7,000 tickets issued.

basics of the Safe Speed point ...
I have commented that cameras are a failed policy, referring back to the TRL595 showing that if they did nothing the road would be safer. Driving at 1 sec gap in torrential rain, at the speed limit, does nothing to remind a driver how to drive safely.
