A very long piece and I have decided to chunk to separate bits.

OK .. reason I have chunked it down - the items I have highlighted perhaps have debate value. Is Tranter right to suggest the DfT have it very wrong on "giving cyclists room" and should be focussing instead on "when would it be safe to overtake full stop!"
