I think the most galling thing is that he's stating in the very thread linked above (discussing how fatalities have risen for both years of CSCP's operation), Steve states that he doesn't believe that they've in any way failed, and that in fact, they've not only met their target, but have exceeded it!

His comments are on a par with those by Julian Hewitt (Hampshire) talking about the rise in fatalities in Hampshire - to paraphrase "[KSI has fallen in our camera locations] what happens away from the cameras I don't know"
