Is it against the law, or is it only if done to cause or carry out a crime?

I'm only asking because this is the worst imitation I have seen in a long time!

Truly these are the people who are obsessed with speed (the creators, not the dummies).
(However, I'm not going to dispute the possibility of their quality of life being genuinely be blighted by those who wantonly exceed the limits by huge amounts)

If they aren't placed on private land, can someone vandalise them without fear of getting a charge of criminal damage? (assuming no litter is left)
