The problem with your suggestion is that there is no single 'safe speed for the conditions' which applies to all drivers - in fact, not even for the same driver.
Not only that - but also within a speed limit zone the max safe speed can vary wildly. Vonhosen on Pistonheads (Police driver training chap who thinks speed limits are very important) admitted that he knew 30mph zones where 100mph may sometimes be safe and appropriate, while elsewhere in the same zone 5mph may be dangerously fast.
