Basically I was in Leeds today and went through what I know now to be a spot patrolled by mobile cameras. My speedo had be doing about 36-38mph (probably the fastest I went along the whole road) when I saw the van. It was an 'Accident Prevention Van' with orange lights on the top and a largely blacked out window in the back. I couldnt see a camera but I'm worried someone might have been sat in the back using the camera through the window. Nobody was sat in the front. Is that possible, especially as it was blacked out?

Also, how likely is it my speedo was actually accurate, rather than overestimating a little, to the point where I was 10%+2mph over the limit.

Very likely your speedo will be over-reading by a few mph and you'll be inside ACPO guidelines. I have no idea if the van would have had a cameraman inside - or a bit further away from the van.

Also, I've been told the fact it was parked on the opposite side of the road might have meant it was only monitoing that side (which would be downhill) but I was driving towards it...
