I'm not sure if this is in the right section or even applies to this site. But I'll give it a go anyway.

I was working on the 5th June. I took the works car into town with a client (I work as a carer). I parked outside a local store and went in with the client because he needed things in there. We was in the store for about 2 hours. We came out and went around town for about another hour. So the total amount of time the car was parked was 3 hours.

So I then went on holiday. When I came back from the holiday, the manager told me that they had a parking ticket for that day. So he payed it. Now yesterday he told me that I owe him the 50 pound fine.

But I didn't have a chance to appeal the ticket.

Should I just pay him or is there anything I can do?

If you overstayed in the parking location, then yes, pay up. You can always appeal, but if you ignored restrictions then you won't get anywhere. The fine is usually cheaper than £50 if you pay promptly!

So I can appeal even though my manager has payed the fine? It was 50 if payed promptly. The store in question has a one hour parking, but we was in there two.

my browsing on Pistonheads fall into two categories (and something I'm sure peppipoo will confirm) - one - issued by a car parking firm under the title of "Penalty charge notice" - in a private car park -which means that the matter is one of cival law betwen the DRIVER and the owner of the park .This means that any communication to the owner of the vehicle asking for the driver has no status in law .( Best place for these is bin). The other ones are those from a council park , which are like those handed out by wardens ,having a force in law .
Worth a look in on Peppipoo,and also on the Speed/police/law forum on www.pistonheads.com -try a search on parking tickets - always a favourite topoc .BTW -if you get a letter from a provate parking firm ,NEVER admit knowing the driver - see the content on pistonheads for the reason.

The ones issued by land-owners, or on their behalf, are called Civil Enforcement Notices. Council ones are called Penalty Charge Notices.
The first can be ignored.
The second cannot.
If the first is ignored you will be buried in a mountain of threats.
If the second you will find bailiffs on your doorstep.

In your case my first thought was "is it a scam"
Was a ticket issued (if council it can be checked)
Was it paid if issued.
If it was paid, was the stated amount paid (most council discount the charge if paid before time)
I'd want to see the ticket.
But then...I do not trust people, especially where money is concerned.

i'd be inclined to discuss this with the store.... they're clearly trying to avoid people taking advantage of the parking to go shopping in town (which you did! but brushing that aside)... you have a good reason for being longer than the average shopper.
i'm sure i've recently seen a similar warning sign at a store with the note at the bottom "if you expect to need longer than this please see customer services".

if nothing else, in hindsight any store with customer service worth anything should be reimbursing you/your company.
failing that this is just the kind of pointless story local rags like to make a big deal of :D

The "fine" was a private parking penalty which probobly is un enforceable in law.
however your chances of getting the cash back from them is next to zero without court intervention.
You probbly ought to pay your manager the £50 on morral grounds.

It is( from PH SP&L), if they cannot identify the driver and there's no S172 ETC to punish the RK ,who is not obliged to furnish driver details .So , (from PH info) the manager had said "sod off, I don't know the driver " -from PH there appears little that can be done (and they ,like the Scamerati like easy pickings, shying away from the ones that need some work)
High time things like this get some more prominence . I had a chat with a disabled bloke who wouldn't leave his car as all the disabled spaces were taken ,bit most of the mother's & toddlers were empty . He was adamant that the ticket was a fine - possibly enforced by stores like the one who suggests we "try something special" who have posters up stating that you can get "FINED" for miss parking . I've suggested to the parking attendant that perhaps I could sue her/her employers and the store if a ticket blocked any window/stopped my wipers working ,with an article /letter on the local paper. So far the bluff is working ( or possibly they've noticed customer numbers down).

I forgot about this thread on here.

I posted over on the other forum, and it turns out to be a private parking company. So I'm not going to pay my boss for it.
