would have walked or taken the bus/metro anyway 
This means that bike and public transport become competitive when compared to those by private car. Public transport may have gained in numbers - but there are delays when huge numbers are boarding and alighting. Over capacity has closed Underground stations in London on occasion. C+ suggests a bike hire system would be of benefit to the build up of crowds when the gates shut at the tube stations.

But how successful are these schemes. The Velib system has increased cycling by 60%. It has had one accident - a fatal when a woman cyclist and a bus collided.. in a bus lane

Barcelona - up by a mere 10%
Belgium offered FREE and FREQUENT bus services in one town. People ditched the bikes and went for the bus!
So

the Paris system is the role model to follow then - but London

more narrow streets and ginnels and perhaps will need a lot more careful thought and felxibility.
