People must have the freedom to choose what to wear and whether they wish to have a helmet or not. It should never be imposed upon people. 'Self interest' and one's own safety has to be controlled by each person (or those responsible for children).
How long then before the mission creep of licensing bicycles and owners to ensure they can be tracked down and fined if seen not wearing one and all the mass overheads just to enforce such a rule. It is un-necessarily over the top legislation.
Helmets have limited value and that information needs to be thoroughly understood by every cyclist that chooses to or not to, wear a helmet. They are not suddenly safe if they wear one !

On a more personal note when I got hit by a van door, it would not have stopped the handle bars being broken, nor would it have stopped the 6 brakes to my face bone structure.
